The 2015 controversy over Securiport in Senegal involved more than a disputed tax bill. Reports about a financial inspectorate review also raised questions about how the contract for biometric passenger control had been awarded four years earlier.

Senegal signed the agreement on 11 January 2011. Under its terms, the operator was to install and maintain an integrated immigration security system, with costs recovered through an airport passenger levy. The inspection, as described in contemporaneous reporting, challenged the decision to negotiate directly rather than use a competitive procurement process.

Accounts of the findings said the appropriate finance and infrastructure authorities had not given the opinions expected for this type of agreement. They also reported concerns about publication of the contract and the absence of meaningful consideration of other bidders.

Separate reporting placed the financial inspectorate's customs and tax claim at roughly CFA143 billion. That was an asserted claim arising from a review, not proof that the sum was payable in full. Securiport subsequently said the government had recognised the import-related exemptions through an agreement with the Finance Ministry.

A proper assessment needs the signed contract, procurement record, applicable exemption measures, audit findings and the company's response together. Without those documents, it is not sound to treat a reported inspectorate recommendation as a criminal conviction or a settled debt.
